If they?re in the system, and the software recognizes their face, the police can arrest them, even if they find them days later. They might not bust them in the act every time they commit a crime, but if they pick them up later, they can use the facial recognition software in court and get a conviction.
This technology often identifies someone with a criminal record who changed their appearance by growing a beard, wearing glasses, etc. The cops can get more drug dealers off the streets that way.
